  1. In California, general contractors are required to hold a state-issued license from the Contractors State License Board (CSLB) for any construction work exceeding $500, including both labor and materials. This licensing ensures that contractors meet specific qualifications and adhere to industry standards. Specialized tradespeople such as electricians and plumbers must also obtain state-specific certifications and licenses. 
  2. Construction projects in California must comply with the California Building Code (CBC), which is part of the California Code of Regulations, Title 24. The CBC is based on the International Building Code (IBC) but includes state-specific amendments to address regional concerns like seismic activity, wildfires, and energy efficiency. California enforces stringent energy efficiency standards outlined in the California Energy Code (Title 24, Part 6), promoting sustainable building practices and reducing environmental impact. 
  3. Projects near wetlands, rivers, lakes, coastal areas, and other protected environmental zones are subject to strict regulations in California. The portal publishes procurement solicitations—including bid advertisements, Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Requests for Information (RFIs)—primarily from government agencies but also from some private organizations in California. It serves as a California government-to-business (G2B) and business-to-business (B2B) network. It is not a business-to-consumer or consumer-to-consumer site.
